Medical experts with less than a $50,000 financial interest rear end serve, provided that FDA considers their participation necessary and issues a release. The guidelines also allow for FDA in certain cases to nix participation on advisory committees by some medical experts, regardless of whether they have more than a $50,000 financial interest. The $50,000 demarcation line includes stock certificate, grants and other financial interests (Tansey, San Francisco Chronicle, 8/5).

In addition, FDA will change the vote process for advisory committee members from sequential, which often arse influence the votes of other members, to concurrent. FDA volition post a record of the votes of individual advisory committee members online. FDA besides will post briefing materials online 48 hours earlier advisory citizens committee meetings and change the circumstances under which committees meet to address issues.

FDA officials said that the guidelines will drive effect immediately and will be fully implemented within 120 days (Parnass, CQ HealthBeat, 8/4).

Comments
Randall Lutter, a surrogate FDA policy commissioner, said, "It's imperative that we seek advice from main experts and that we do so in a way that is populace, open and transparent" (Bloomberg/Boston Globe, 8/4). He aforesaid, "The FDA's regulatory decisions affect the health of millions of Americans, and we don't make those decisions in a vacuum" (CQ HealthBeat, 8/4). Jill Warner, fourth-year policy consultant at FDA, said that agency efforts to find medical experts without conflicts of interest have proved difficult. She said, "To develop modern products, diligence relies on the same experts."

Sidney Wolfe, director of the Health Research Group at Public Citizen, praised the guidelines. He said, "The whole rudimentary thought is that money talks," adding, "It is at least possible, though it's non certain, that it'll dissemble their ballot" (San Francisco Chronicle, 8/5). In increase, he said, "Over time, the percentage of mass who possess these (conflicts) will diminish," adding, "A lot of it will have to do with how much energy the FDA is willing to expend to find people who don't have a conflict of interest."

Usher Back in Mommy's Arms After Dumping Manager Medina

Turns out Usher's still a mama's boy.

The R&B hitmaker has dumped Hollywood power factor Benny Medina and rehired mom Jonnetta Patton as his coach, E! News has exclusively learned.

With an artist like Usher, the bar is set very high," Medina tells E! News. "Whether it was management, selling or the music, we achieved a No. 1 single and a No. 1 album...I had a great clock time and we parted slipway amicably.

"Usher has dissolved his management arrangement with Benny Medina and has re-engaged Jonnetta Patton as his manager," read a financial statement released on his behalf late Wednesday by label Sony BMG.

The behind-the-scenes shakeup also saw the volunteer departure of publicist Patti Webster. "I was not fired," she tells E! News.

Sources tell the Medina split is a take result of disappointing record sales for the team's first and only quislingism, Here I Stand.

"The record book is pretty stiff, and nowhere nearly as successful as Confessions," an insider says, referring to the singer's 2004 blockbuster.

Confessions was a worldwide sensation, marketing 19 million copies under the oversight of Patton. After debuting at No. 1 in June, Here I Stand, Usher's fifth studio record album, has chalked up a comparatively paltry 2 one thousand thousand in gross revenue worldwide. This, despite the radio success of the single "Love in This Club (Part II)."

Adds Medina: "It is a completely new daylight and time in music now. In four days, his consultation, demographic, and musical way has changed. Records like Lil Waynes 'Lollipop' ar the type of phenomena that 'Yeah' was in 2004."

In a brief joint statement released through his record pronounce, Usher and Patton affirm the break. "Usher has dissolved his management arrangement with Benny Medina and has reengaged Jonnetta Patton as his manager," the duo said.

Usher dumped the momager for Medina last year amid reports of tension between wife Tameka Foster and Pattonand considering his previous remarks, it might be tough sledding home again.

"This is great for me because it means I now get to stimulate my female parent strictly as my mother, with no added insistence," the one-named wonder, whose last name is Raymond, told the Associated Press in 2007, when he and Patton parted ways.

And just last month, the 29-year-old entertainer was quoted in Vibe magazine career his mamma an "belligerent person" wHO made his decision to part ways difficult.

"I offend more than anything over these last two long time, when I felt my mother didn't really embrace my berth," Usher told Vibe.

News of the switcheroo also comes after Usher's rep stroke down rumors that he and Foster were having marital issues.

While it clay to be seen whether Patton still has the multiplatinum touch when it comes to guiding her son's vocation, Medina's credibly not pain too much.

His current stable includes Nicole Richie, Mariah Carey and Rupert Everett. He has also antecedently helped call the shots for the likes of Jennifer Lopez, Tyra Banks and Sean "Diddy" Combs.

Ticket deal’s a Radio-dead loss

RADIOHEAD were left with a raft of empty seats at a recent French gig after a
ticket giveaway proved a dismal failure.

The egghead rockers, known for their right-on eco credentials, came up with a
potty ploy to test our Continental cousins’ commitment to green
issues.

And they were roundly ignored for their troubles.

Singer THOM YORKE and his gang announced that 50 passes were up for
grabs for their show at Paris’s 17,000-capacity Bercy Arena and
would be available on a first-come, first-served basis.

The only snag was that punters would have to collect them by BICYCLE from
record label XL’s Paris office.

But, in the land of the 2CV, our French friends were less than keen on the
eco-friendly stunt and XL were left with an ecologically unsound 35
unclaimed tickets on their hands.
That’s the branch of one tree wasted.
A source said: “Radiohead are using their current world tour to
highlight their commitment to green issues.

“They advise all gig-goers to use public transport and are doing all
they can to make their carbon footprint as small as possible.

“Unfortunately the French didn’t appear to share their
noble intentions and roundly ignored the free ticket tactic.”

The stunt may have flopped but I admire the stand the band are taking on the
environment.
Clearly, if we all keep going at the current rate there’ll only
be Fake Plastic Trees left . . .
